VVNB AD 2.20 LOCAL TRAFFIC REGULATIONS

1 Airport Regulations
At Noi Bai International Airport a number of local regulations apply. The regulations are published in a manual which is available at the AIS Briefing Office as follows:
  1. Meaning of markings and signs;
  2. Information about aircraft stands including visual docking guidance systems;
  3. Information about taxiing to and from aircraft stands including taxi clearance;
  4. Marshaled assistance and towing assistance.
2 Taxiing to and from stands
2.1
Arriving aircraft will be allocated a stand number by Noi Bai Ground Control Unit. “Follow-me” car assistance will be provided on request of operators or pilots. However, “Follow-me” car assistance will be mandatory in bad weather conditions, limited visibility.
2.2
Departing aircraft shall contact Noi Bai Ground Control Unit to obtain ATC clearance before commencing taxiing on the frequency 121.9 MHz.
2.3 Aircraft manoeuvring procedure at the beginning of runway 11L
In order to avoid damage by jet blast to military aircraft positioning behind the holding line on the taxiway, all aircraft are requested to turn left at the specified point on the runway 11L for take-off.

VVNB AD 2.22 FLIGHT AND GROUNDPROCEDURES

1 Low visibility procedures (LVP)
1.1 Introduction
Low visibility procedures (LVP) are those applied to ensure the safety, regularity and efficiency of the activities conducted in the movement area at the Noi Bai International Airport in the low visibility conditions.
1.2 Authorisation for ILS approaches category II
ILS approach CAT II will be implemented at HA NOI/Noi Bai International Airport to flights authorised/certified by CAAV to be operated in the promulgated periods of low visibility except thunderstorms.
Refer to AIP Viet Nam page AD 1.1-3 dated 01 JAN 2012.
1.3 Runway and associated equipment

Runway 11L is equipped with ILS and is approved for CAT I operations.

Runway 11R is equipped with ILS and is approved for CAT II operations. Runway 11R is also equipped with CAT II Precision Approach Lighting System (PALS).

1.4 Criteria for the initiation and termination of LVP
1.4.1 
The preparation phase will be implemented when RVR at RWY touchdown point or RWY midpoint falls at or below 1200m and/or ceiling height is at or below 90m and tends to decrease.
1.4.2 
The initiation phase will be implemented when RVR at RWY 11R touchdown point or RWY 11R/29L midpoint falls at or below 900m and/or ceiling height is below 75m.
1.4.3 
LVP will be terminated when RVR is greater than 1200m and ceiling is greater than 90m and weather condition is stable in 15 minutes and tends to be improved.
1.5 Take off, landing approach in low visibility conditions
The weather minima shall be applied for ILS CAT II taking off and landing approach in low visibility conditions (refer to AIP Viet Nam pages VVNB AD 2.24-2 and VVNB AD 2.24-2a).
1.6 Description of ground marking and lighting
TWY exits for RWYs 11R/29L and 11L/29R are equipped with taxiway edge lights, holding position marking and stop bar lighting system.
1.7 Description of LVP
a) Pilots will be informed by ATIS as well as by air traffic control communications when LVP operation is initiated/terminated.
b) Aircraft will be vectored to intercept the ILS/LLZ at least 10NM from touchdown point.
c) The ILS localizer critical/sensitive area will always be protected. The ILS localizer critical/sensitive area will be protected when an ILS landing aircraft is at 2 NM from touchdown. Upon landing, pilots shall report to Noi Bai Tower once the aircraft has been passed the RWY and critical/sensitive area dermarcated by a marking AIDs and stop bar lights on TWY.
d) During LVP operations, aircraft will not be cleared for ILS approach CAT II if any components of ILS or approach/runway 11R lighting system fall below CAT II requirements. Aircraft will not be cleared for landing if the Touchdown Zone RVR facility is unserviceable.
1.7.1 
Departing aircraft are required to use the following CAT I and CAT II holding positions:
  • Runway 11R–holding position Nr 8 (CAT II)
  • Runway 11L–holding position Nr 7 (CAT I)
  • Runway 29L/R–holding positions Nr 2, 3 (CAT I)
1.7.2 
"Follow-me" car service shall be provided for landing aircraft and provided on request for taking-off aircraft.
1.7.3 
Separation between two landing aircraft in sequence can be 15NM. If there is a taking-off aircraft between 2 landing aircraft, the value (15NM) needs to be increased appropriately.
1.7.4 
08NM minima separation shall be applied between a proceeding taking-off aircraft and the following landing aircraft, i.e. a taking-off aircraft starts its running before the landing one reaches the point of 08NM from the touchdown point.
1.7.5 
ATC shall not apply speed limit to approaching aircraft ILS CAT II on the RWY 11R.

VVNB AD 2.23 ADDITIONAL INFORMATION

1. Backtrack areas
The backtrack areas have been established at the beginning of RWY 11L/29R, dimensioned as follows:
  • RWY 11L: width 93 M, length 60 M;
  • RWY 29R: width 81 M, length 66 M.
Aircraft making backtrack turn at the start of RWY 11L/29R have to follow yellow guide lines.
2. Bird concentrations in the vicinity of the airport
Bird concentration is a hazard throughout the year for flight operations (bird’s weight are from 1kg up to approximately 7kg), both by day and night; the usual maximum numbers of a flock is 20 but up to 30; the birds usually keep below 200 metres have been recorded in the periods from 2300 to 0200 UTC and from 0930 to 1130 UTC.
Air traffic control will provide prior warning of bird activity when possible and pilots can greatly assist by reporting all flocks near the runway or approach areas (via radio to ATC) so that following aircraft may be informed and the flock dispersed.
All aircraft are liable to damage by bird strikes, especially in the approach/landing and take-off/climb out phases.
3. Operational procedure of holding point S7 - RWY 11L
Holding point S7 is used for RWY 11L when:
  • There is no aircraft taking off and landing on RWY 11R/29L;
  • Aircraft use ILS x, ILS y, ILS z approach procedures for RWY 11L in case of GP unserviceable;
  • Aircraft use VOR y, VOR z, NDB approach procedures for RWY 11L and aircraft use visual approach procedure.
Holding point S7 is not used for RWY 11L (holding point S4 or S6 is used instead, if necessary) when:
  • There is aircraft taking off and landing on RWY 11R/29L;
  • Aircraft use ILS x, ILS y, ILS z approach procedures for RWY 11L at final approach fix (intercept GP) in case of GP serviceable.
4 Operation of two parallel RWYs
4.1

Two parallel RWYs 11L/29R and 11R/29L at Noi Bai International Airport are operated dependently.

4.2 Usage of two parallel RWYs
4.2.1 When both civil and military flights are in operation
a. RWY 11L/29R is used for military flight operation.
b. RWY 11R/29L is used for civil flight operation.
4.2.2 When only civil flights are in operation
4.2.2.1 RWY heading 108° (RWY 11)
a. RWY 11R is mainly used for landing.
b. RWY 11L is mainly used for taking-off.
c. ATC shall ensure that departing aircraft cross RWY 11R to the holding points of RWY 11L no later than the time when arriving aircraft lands on RWY 11R is at:
  • 6 NM or more from RWY 11R threshold under radar surveillance; or
  • Three minutes before estimated landing time without surveillance radar.
d. ATC can issue clearance for departing aircraft to line up and wait on RWY 11L when meeting the above requirements specified in the above mentioned point c and visibility is at or above 1 200 M, ceiling is at or above 130 M and the SSR/PSR, SMR are in normal operation.
Note: If one of the above mentioned requirements is not met, aircraft shall not be allowed to line up and wait on RWY when arriving aircraft is landing on the remaining RWY.
e. Departing aircraft on RWY 11L (when it is ready) is only allowed to take-off:
  • When arriving aircraft landed on RWY 11R; or
  • No later than the time when arriving aircraft lands on RWY 11R:
- 03 mins before estimated landing time without radar surveillance; or
- Under surveillance radar:
